Normally customers are willing to stay on the current version and pay for update project and annual contract with SAP at the time of good economy. And in the time of recession companies are trying to sit over and do not pay for annual contracts. SAP itself has to have reasonable cost for official support and one of the options is training its technicians to cover only couple of recent version. At this time of March 2012 these are 8.82, 8.81 and 8.8. However support should be available through partner channel.
