16 Module, it is about the width/space;
10 ways, it is about how many circuits can come out from the bottom;
MCB means Main Circuit Breaker, the switching blocks.
Toolstation’s description is ambiguous. If only missing one 40A MCB, then it is cheaper (unlikely); if it is missing all 10x sub-MCBs, then maybe it is not what you want anyway. You may want to check at the store…
