The e-liquid is drawn into a small atomizer which turns it into a vapor, then inhaled by the smoker. Both kinds of refill cartridges achieve the exact same thing, its just a matter of whether the smoker wants to go through with refilling the cigarette with e-liquid every time it gets low or is out. In order to use the refillable electronic cigarette refills, the smoker has to keep only e-liquid handy, and then also a tool in order to refill the cartridge. Most people choose to use either a small medicine dropper or a syringe, and they generally just keep a bottle of e-liquid with one of these tools with them so they can refill their cigarette anywhere they are. After the filling is removed, which is usually made from polyester or a similar material, the smoker just has to drop a few drops of e-liquid into the cartridge, and then place the filling back in and give it a few minutes to absorb the e-liquid back up before they attempt to use it.
